President of SETT

Hugo Malan serves as president of Kelly’s Science, Engineering, Technology & Telecom (SETT) business unit. Hugo brings an intimate understanding of technical objectives and challenges and is recognized for his passion for disruptive innovation. He has been with Kelly since 2020 and brings over three decades of cross-industry executive leadership experience. Hugo holds a PhD in electrical and electronic engineering and a master’s and bachelor’s in engineering. He also serves as the executive sponsor of K-Vets, Kelly's military affinity group supporting veterans and allies for personal and professional growth. Recognized for his visionary leadership, Hugo has been named to Staffing Industry Analysts’ Staffing 100 North America multiple times.

Sarah Porter, MBA, SHRM-SCP, PMP

Vice President of Kelly Government Solutions

Sarah Porter leads the Kelly Government Solutions practice, driving growth initiatives and overseeing operations for Kelly’s public sector services. With 20 years at Kelly and over two decades of federal government experience, Sarah brings a wealth of strategic knowledge, dedication, and expertise to her leadership position. Her background includes such key roles as program manager for National Institutes of Health contracts, where she developed a comprehensive understanding of both policy and complex scientific research operations.

Rachel LaVoie, MBA, APMP-P

Vice President of Growth

Rachel LaVoie is vice president of growth for Kelly Government Solutions, leading federal business development initiatives and overseeing capture management processes. With over 25 years of professional experience, including 15 years in the federal civilian, defense, and IT sectors, and 10 years of professional consulting experience, Rachel brings a strong strategic vision to her role. She holds an MBA in business administration and management, certification from the Association for Proposal Management Professionals (APMP), and a certificate in Women in Leadership from the University of Oxford, underscoring her commitment to leadership excellence.

Dan Quigley

Government Contracts Manager

Dan Quigley serves as the government contracts manager, overseeing federal contract compliance and regulatory monitoring. Dan has been with Kelly for over 25 years and brings more than 18 years of specialized experience in contracts management. Dan holds a BS in marketing and excels in maintaining effective business relationships with federal contracting offices for all contracts-related matters. Dan also administers all contractual agreements and subcontracts with our business teaming partners.

Sara Sprouse, MBA, SHRM-CP

Program Director

Sara Sprouse is the program director for Kelly Government Solutions, overseeing the execution and management of critical public sector contracts at National Institutes of Health. Sara has been with Kelly for over 25 years and contributes three decades of professional expertise to her role. She holds an MBA and BBA and is a Society for Human Resource Management Certified Professional (SHRM-CP). Her extensive background and commitment to excellence help drive the success of Kelly’s solutions in the public sector.

Anela Brooks

Program Director

Anela Brooks serves as director of programs at Kelly Government Solutions, combining 17 years at Kelly with 23 years of expertise in workforce program management and recruiting. A U.S. Army veteran with 8 years of military service, she leverages her leadership skills to guide program management and recruitment teams in delivering innovative solutions on time and within budget. Anela holds a BS in human resources management and services and strives to foster collaboration, mentorship, and communications to ensure that team members can perform at their best.

Christine Ferragine, PhD, PMP

Deputy Program Manager

Christine Ferragine is a deputy program manager supporting large scientific federal contracts. Christine has been with Kelly for 7 years and brings nearly 15 years of experience in scientific and government environments to her position. As an experienced grants and contracts manager in the biopharmaceuticals industry, she is skilled in immunology, parasitology, infectious diseases, and microbiology. Christine holds a PhD in emerging infectious diseases with a focus on microbiology and immunology, and a BS in biology. She is also certified in The Leadership Edge program from Wharton Executive Education, highlighting her dedication to professional development and leadership.

Bernard Quigley, PhD, M Phil

Strategic Sales Manager

Dr. Bernard Quigley serves as strategic sales manager for Kelly Government Solutions, a role he has held since 2021. Bringing over a decade of experience in scientific programs, public sector support, and sales strategy leadership, Dr. Quigley holds a PhD, an M. Phil, and a BA, all in biochemistry. He is an accomplished professional with numerous scientific publications and multiple patents and is a member of the American Biological Safety Association and the American Society for Microbiology.

Tami Unangst, MBA, PMP

Tami Unangst is a strategic sales manager with over 30 years of experience in scientific research and bench science. She holds an MBA as well as advanced degrees in chemistry and biotechnology. Tami’s extensive background leading scientific studies uniquely positions her for fostering innovation in Kelly Government Solutions’ Health practice, where she manages health-related programs as well as new business development initiatives.

Ann Allen, MS, MLT

Scientific & Healthcare Recruiting Manager

Ann Allen serves as the scientific and healthcare recruiting manager for Kelly Government Solutions, leading a team of expert recruiters. As a molecular biologist with 40 years of experience in scientific and clinical environments, Ann brings extensive diagnostic and laboratory expertise to her role. Ann has been with Kelly for over 13 years; her leadership significantly enhances the capabilities of the Kelly team to successfully meet the needs of our clients in advancing scientific and healthcare solutions. She holds an MS in interdisciplinary science, a BA in biology, and is certified as a Medical Laboratory Technician (MLT) by the American Society for Clinical Pathology (ASCP).

Justin Swearengin is a recruiting manager at Kelly Government Solutions, leading a team of expert engineering, IT, and professional recruiters for Kelly Government Solutions. Driven by a personal commitment to support veterans in their career journeys, Justin has been implementing innovative sourcing strategies for nearly 10 years at Kelly and has over 15 years of experience in talent acquisition as well as 20 years of service in the US Coast Guard. He is adept at providing insight and direction for both short- and long-term goals, ensuring operational excellence. Justin is a Certified Quality Assurance Professional (CQAP) and holds an Associate of Arts degree.
